After enlisting for the U.S. Marine Corps. in 1965 and 18 month tour of duty in South Viet Nam from 1966 to 1968, I was Honorably Discharged in Nov. of 1969. 

Because of this Military Training and a strong will to serve others I wanted to look for a carrier in service. I found that in the Insurance Industry. Serving families with their insurance needs was very fulfilling because of the friendships and closeness with the families. If there was a family loss, the insurance agent is heavily relied upon for help and advice.

I was licensed as a Life Insurance Agent for the Prudential Insurance Co. in Oct. 1970.
- Promoted to Sales Manager in 1976.
- Promoted to Assistant to the Vice President, Sales in Woodland Hills Ca. in 1979.
- Became the manager of the Downey California sales office in 1980.

In 1984 I decided to work with small to medium size businesses since some of my clients were owners of local companies. I eventually was trained and work in the Employee Benefit Plan markets. Our company model is now in 2010, 26 years old. We have changed the name from Bobadilla & Associates to Employee Benefit Exchange, Corp. so that we will always continue to be available as an entity for our clients.

My wife Patricia has fond memories of our home office starting in the garage with the leaky washing machine, and kids skating in the garage while she was trying to work. I do as well, and sometimes long for the simplicity of the times.

We eventually moved the office from La Mirada California to Arizona in 1990. We have raised our two girls Marisa and Andrea here, they are now both married, and we now have 2 grand-children. I am on the Board of Directors of the Gilbert Chamber of Commerce, enjoy golfing when time permits, and being involved with my family.

We bought a new washer, but we have kept the same philosophy; We still treat clients as family and put our service above all else.

Constance Lemere is the Vice President of Employee Benefit Exchange, Corp.  She is an owner and partner of the Firm.  She specializes in working with small to mid-size companies. Her area of expertise is consulting with business owners and Human Resource Professionals to help them design  unique benefit packages for their employees and business that will help the client retain and attract exceptional employees.  In addition, she provides innovative solutions to a changing market within the industry. 

She relocated with her family to Arizona from Michigan back in 2002.  She is a graduate of Oakland University and holds a Bachelors of Science with a Concentration in Human Resources and Training & Development.  Constance began her career in Corporate HR.  She held various positions as HR Manager and Director of Human Resources for the PEO, Marketing and Insurance industries.  She acquired her Insurance License in 2000 and decided to focus solely in the Insurance Industry.  She has over 17 years of experience in the insurance and healthcare arena.        

Constance enjoys spending time with her family as much as possible.  Some of her hobbies are Social Media, Golf, and crafting.  She also volunteers for various Philanthropic charities through her church family.

Del Ann is the Account Manager/Customer Service Benefit Specialist for EBX clients. She greatly enjoys assisting clients with their benefit plans and helping them to understand their policies.  She also conducts open enrollment meetings, resolves claims and billing issues.  She began her insurance career as a part-time database organizer “Girl Friday” for a health and life insurance agency.  From that launching pad she learned the health and group benefits insurance from the ground up and obtained her Arizona Health & Life License in 2008.  Del Ann has worked a total of 9 years in the Health and Life industry.

She is a Graduate of Oklahoma State University with a Bachelor of Science in Agriculture Economics Business and Marketing.  She moved with her husband and children to Arizona in 1996.  Del Ann and husband Bob have been married for 25 years and have 4 children ranging in ages from 21 to 12.  Life is moving too quickly!

Del Ann enjoys spending time with her family, hiking, running and cycling class.  She hiked the Grand Canyon for her 40th birthday and enjoyed it so much she hiked it again 2 years later. She can’t wait to go again!  When the kids are all out of the house she plans on taking more time to travel with her husband and take college classes in Customer Service and Database management.

Blanca is a Benefits Specialist for Employee Benefit Exchange, Corp. She is responsible for maintaining electronic client files, assisting clients with day to day communication needs such as resolving claims issues, and ordering new coverage ID cards and working closely with carrier contacts.

Blanca is also a full time student attending Everest College. She is working on her associates in Criminal Investigations and anticipates graduating in 2011. She plans on continuing her education to obtain her bachelors in Criminal Justice.

When Blanca has free time she enjoys reading, baking and spending time with her family.

Ms. Dionne Pugh
Benefit/Marketing Specialist

Dionne is the Benefit/Marketing Specialist for Employee Benefit Exchange Corp. She is the first point of contact for our customers and assists our clients with any claims and billing issues. Dionne is also responsible for assisting Phil and Constance in preparing proposals, obtaining rates from carriers, and provides office support as well. Dionne is also in charge of marketing efforts at EBX including but not limited to the following: sending out the monthly e-newsletters, planning and coordinating EBX networking events and updating our social media on a weekly basis.

She moved to AZ in 1990 and attended MCC and eventually graduated from University of Phoenix in 1998 with a Bachelors of Science Degree in Business Administration. Dionne has an extensive background in medical billing, claims resolution, and benefits. She is currently preparing to obtain her Health and Life Insurance License in May of 2011.

Dionne and her husband, Steven, have been married for 9 years and have 4 children together ranging from 21 to 8 years old. She enjoys spending time with her family, camping, hiking, running, and gardening. Eventually Dionne would like to return to school to obtain her Masters in Accounting.
